Charging extra levies in school promotes impunity and corruption

School managers, principals and parents who are eager to charge and pay illegally assigned levies ostensibly for the education inadequacies are the exact people who condescendingly abet and grow impunity and corruption in the mind of the young ones in this country.

Since l wrote the article of school managers reintroduction of outlawed extra levies there have been many comments which show the concern of Kenyans over this vice.
Since Basic education is a constitutionally compulsory basic need for all children born in this country, the government is doing its best: to provide it and for it.
 
The government, in accordance, employs teachers, plans, regulates and pays for the wherewithal of effective curriculum implementation. The government is very clear on this although with some inadequacies, which should’n imply that greedy school managers must force parents to foot it.
Parents are taxed by government so that the state uses the tax revenue collected to provide basic social development services which include provision and management of education. The government must regularize properly streamlined management of learning environment in every part of the country to ensure that learners have access to free basic education.

The school performance evaluation process needs to be well addressed, because that is what confuses panicky school managers and their parents. It is important to know that based on a child’s ability to learn and grasp content,  the government has assigned 12 grades and planned for training absorption of all KCSE candidates regardless of the grades. The clamor and madness for academic excellence as is seen every time we approach national exams must be separated from basic education attainment and success rates; must not be used to charge extra levies.

For your information, schools are centers for nurturing and developing character, where zero tolerance to forced social evils that compromise the character of the youths should be upheld.
Forced payment of outlawed extra levies whatsoever the reasons inculcates this vice in the young minds’cognition, Consequently, the learners unknowingly imbibe these stimuli in their perceptions & cognition as they grow. This makes impunity and bloated behaviours normal and tolerable to the youths, hence perpetuation of such vices in the society.
This is what is now reflected in the current tolerance to matters corruption, with each young member of our society seeking to attain easy wealth.
As is said, your environment shapes your attitude and character.
