Busia Deputy Governor Kizito Wangalwa wants the frosty relations between the National and County Governments resolved to allow wananchi benefit from fruits of devolution.
The DG said the third annual devolution conference in Meru which MPs and majority of Senators skip was a pointer that all was not well with the two levels of government.
Speaking after touring the Busia Stand, Wangalwa urged President Uhuru Kenyatta to have a programmatic way of resolving the current bad blood between the two levels of government.
He said some officers at the National Government had vested interest with money meant for counties kept at the Ministry of Health. ”While health services are fully devolved, the National Government is handling the maternal health care fund instead of county governments.
Agriculture is also fully devolved but the National Government is still keeping fertilizer in Nairobi. Counties need to have autonomy of all devolved functions ,” he said.
Among the dignitaries who toured Busia stand on Thursday includes, Uasin Gishu Governor Jackson Mandago , Siaya Governor Cornell Rasanga, Controller of Budget Agnes Odhiambo and Busia County Executive Committee member for health Dr Maurice Siminyu.
